Alpha 8 Update - Diplomacy and Planet Defense

- Updated to godot 4.3
- Did significant cleanup, speeding up the game and reducing Ram usage (also makes it easier to code future updates)
- Reduced the time needed to start the game
- Added in a small popup menu, replacing the old tech popup that occurred after researching a tech
- This allows the player to select what tech they want to research next
- Added a point system to relationships along with multiple actions that can either improve or hurt the relationship
- For now all nations start with slightly negative opinions of each other, in the future some races will have different starting opinions based on which race they have just met
- Created some of the code needed for more diplomacy options, such as Alliances, Vassal States, and Defensive pacts
- Mostly just needs more testing for some options
- Added non-aggression pacts as a potential diplomatic option
- If a player violates this pact and sees their relationship reduce below a certain value then the AI will break it
- If a player attacks an AI and sees their relationship level drop bellow a certain value the AI will potentially declare war
- AI will no longer immediately accept peace when offered by a player
- The price for peace is based on the relationship level they have with the player, the worse the relationship the higher the cost
- Added in a list of past incidents to the diplomacy screen
- This will show both positive and negative interactions that affect the diplomatic points
- Added in satellite defense platforms that fire missiles at enemy ships that attack a planet
- These will be the default build option on planets, replacing "trade goods" as the default building option
- Added in a new diplomacy introduction menu, which shows up when a player meets another civilization
- The espionage popup has also been replaced with a better menu
- Added a introduction for both when a player has universal translation and when they do not have universal translation tech
- Bieda and Sora can now engage in diplomacy even if both civs do not have universal translation (due to both civs past history)
- Added some new information to the diplomacy tab
- Added the empire colours to the relations menu
- Made more changes to balancing slowing down population growth, but deceasing the cost of factories and increasing the number of factories on home planets at the start. This is meant to speedup the early game a bit, while still being a bit slower than the original version of the game
- Created a mostly untested mac version (tested on a really old macbook only)
Tweaked the AI
Fixed an issue with the music not working on exported versions of the game
Fixed multiple other bugs found during testing
Improved multiplayer by fixing sync issues with technology, trading, planets, and a few other minor bugs
