Alpha 15 Update - Save System and Planet Governor

- Redid save system
- changing from using godot resources to using a json (This was a lot of work as all of the save system had to be redone)
- Was needed due to some potential issues with the old save system that I wanted to avoid
- As a result a few other bugs were also found due to the significant play-testing needed to verify the new system works
- I would not be surprised if a few issues may still exist, but then this is still a WIP
- Redid the map creation to allow for new map shapes (will fix/add more later)
- This is mainly just a circle shape, ring shape, and rectangle for now. Other shapes are still WIP as they are kind of hard to program in
- Also guarantees starting planets have at least 2 neighbors within range
- Also makes the placement of empires more even/fair as the game tries to put them at an even space between each other
- Improved the AI, allowing it to set planet designations. Allowing it to mange planets better.
- Added a planet governor which can manage sliders and building selections based on what type of designation is set
- This can be used to reduce some of the micromanaging, especially in the late game as planets can mostly manage themselves (can't set ships yet)
- It is in the planet overview, and will also show up when building a new colony.
- It will build up the industries first then set production after
- Buildings are chosen based on a point system, prioritizing buildings that are related to the designation followed by the best unrelated buildings
- As a result of the changes the AI no longer cheats anywhere near as much while still working fairly well.
- Still needs some fin-tuning along with enabling the AI personality's which give some variation to play-style
- Fixed the relationship screen to display only known empires
- prevents the player from cheating, as they can not see information they are not supposed to know anymore
- Updated one of the map boarder modes, creating a fragmented map that around planets showing the proper empire boarder instead of empire range (empire range is also still available)
- The sora will now steal population from other humans if they take over a human colony (excluding the brotherhood of atom, who will still fight to the last man)
