Alpha 16 Update - combat AI and spy stations

- Began to rework the espionage system
- Now need spy stations to see exact number of ships at enemy planets
- Added a menu for buying spy stations on planets
- Improved the AI, so it can now make proper decisions during ship battles
- Some of the new features are still disabled due to a lack of testing, but at the very least it can now deal with obstacles better and makes far better decisions when moving/attacking.
- Started working on new art for planet surfaces to replace the mismatch art that I found on public a few public domain asset pages (1 finished, a dozen more to go)
- Made some other improvements to game systems (update log went missing)
- Fix pinch zoom on mobile
- Added an option for ETA to be shown below the transport ships
- Added in an extra page in the build menu for planet specific settings
- Made changes to improve compatibility with displays that aren't 1080p (wider than standard worked before, but not shorter)
- Fixed the popup that was supposed to show when clicking on population transfers
- Made pop transfers sprite bigger
- Incoming ships now sort themselves better
- Fixed MP not having random maps (forgot to add the new map preview to MP)
- Fixed issues with building queues not triggering properly in MP
- Made changes to turn processing order to have ships move before the AI has its turn
- Fixed more bugs with the save system
- TODO, add a custom music folder selection
Next update may also be similarly small due to getting a new temporary work contract for the next few months mixed with more time spent trying to make better art for the game (specifically planet landscape art). Once I am a bit further along with the art then I will have more focus on features again, but until then it is probably going to be more work on espionage and bug fixes.
